Mob heads differ in their recipes.

Zombie Head

Zombie Heads are crafted by combining a Skeleton Skull with a Rotten Flesh.

Creeper Head

Creeper Heads are crafted by combining a Zombie Head with some Gunpowder.

Wither Skeleton Skull

Wither Skeleton Skulls are obtained by smelting a Skeleton Skull. Not that you really need them, though. Nether Stars can be crafted, and their crafting recipe has absolutely nothing to do with Wither Skeleton Skulls.
