Using proprietary mIRC colour markup codes on ASCII art made using exclusively low-ASCII text characters in a standard fixed-width font allows [IRC] users to post an approximation of ANSI art on the IRC and have it be mutually intelligible (... at least, to other mIRC users.) There is a community of text artists working in this medium active on the EFNet, who even compile and release artpacks. It isn't ANSI, but it's very close, and their persistence on the rough-and-tumble anarchic IRC long after the [artscene] drifted away from there as an organizing hub makes them akin to remote relatives with a distant shared history.
