While you could simply go to various Desert Temples and get yourself enough Fulgurite Fragments to scrap up all the Charged Artifacts, this is nearly impossible, and there is a better way. This method of collecting Fulgurite requires four Fulgurite Fragments before starting, so get those prior to beginning those process.
Fulgurite Farming
When Lightning strikes a Block of Fulgurite, it will create a large Fulgurite Formation. There are 16 variants of Fulgurite Formations in total, and each of these Formations are composed of about 8 or more Blocks of Fulgurite as well as decorative Fulgurite Thorns covering them. After getting eight blocks of Fulgurite, you can combine them with a Diamond to get a Charged Core, which is a necessary ingredient for all Charged Artifacts.

For increased efficiency, it is important to know that Sand or Red Sand around the initial Block of Fulgurite will also transform into these blocks when the central one is struck. This should yield about 8 Blocks of Fulgurite, as well as the ones that generate from the formation.
For even higher efficiency, it is advisable to first use your first Charged Core of Fulgurite Fragments to craft yourself a Charged Pendant and then to craft a bundle of Lightning Rods. That way, you can force Thunderstorms with the Pendant and then redirect Lightning to your desired Blocks of Fulgurite.
For maximum efficiency, you can use a Channeling trident to strike the Lightning Rods by force. This method, along with all of the aforementioned methods combined as well as with a quick Pickaxe will yield enough Fulgurite Fragments in 10 minutes for you and all of your friends. You can gather as much Fulgurite as you want to your heart's content, and use it to either build or make more artifacts!
