Charged Artifacts don't need Electrum Scrap to be crafted, they need refined Electrum Ingots. Electrum Scrap is, however, an important part of the refining process, similar to how Netherite Scrap is necessary for Netherite Ingots.

Electrum Refining

To obtain an Electrum Ingot, you first need one Electrum Scrap and then four Gold Ingots. Upon combining these in a crafting table, you'll obtain two Electrum Ingots. This process can be slow and tedious, but the Fortune Enchantment should be able to help with collecting gold. Going to a Mesa or the Nether is recommendable to get the most gold possible.
