This upgrade consumes exp, it cannot transfer exp out.
Similar to a normal enchanting table, this enchanter requires book shelves, or some block with enchanting power to be placed around it, the exception is, it can receive enchanting power from book shelves stacked 3 high.

This means a fully sorrounded enchanting pedestal can enchant at level 96 using only vanilla book shelves.
The enchanter will always try to enchant items at the maximum level it can, so some system to move bookshelves out of range would be needed if one wants to enchant below their maximum enchanting setup. Due to this enchanter working under water, torches between the enchanter and bookshelves do not decrease the enchantment level.

This pedestal will pull items to be enchanted out from an inventory below it, enchant the item if enough levels are available (light purple particles will appear when it has enough xp to enchant at the current level, and then output the item to the pedestal.

This enchanter currently allows for treasure enchants to be applied, there is currently no config for this, although one is planned.
