ADR-24, Test Setup

Goal:

• more control of the running services
• more predictable resuls both locally and CI
• be able to run test and also have dev setup on at the same time.

1. Add scope to each services
2. Make sure all the config for influxdb bucket and surrealdb bd
3. Run test via a scritp that build the app, and pass the config via cmd line
4. Try to output the log to a file
