When the Enviromental Protection Agency increased emissions levels to their Tier 2 standards, the SD70M and SD70 locomotives were no longer allowed to be produced for use within the United States. Thus came the SD70M-2, a direct replacement to the previous series locomotives.

Featuring a new 710 with electronic fuel injection and reduced cylinder pressure, the SD70M-2 and AC sibling SD70ACe was now compliant to operate in the new environmental-conscious railroad industry of the early 2000s. Reducing the pressure inside the cylinder also allowed for reduced stress on the locomotive engine components, creating a staple workhorse of a locomotive for the 21st century railroading.

Customers like Norfolk Southern (who had their SD70M-2s derated) and Canadian National were primary buyers of the SD70M-2, however Class 2 railroad Florida East Coast purchased seven of these locomotives (they have since been sold to railroads like Vermont Railways, and Providence and Worchester.) However, with the popularity of AC traction, the SD70M-2 was discountinued in 2010, bringing an end to EMD offering DC traction locomotives since they started in 1922.
