The SD40-2F locomotive is based off of the popular SD40-2 locomotive, and was built exclusively for Canadian Pacific Railway, by their request.

The SD40-2F is essentially a cowled SD40-2 (a wrapped over locomotive with interior walkways, rather than outside walkways and a hood) made for the harsher winters of Canada. The SD40-2F also has a wide-nose cab that is the same 3-window "triclops" design as used on early SD60Ms, which itself is a modification of CN's 4-window safety cab. Another feature of the SD40-2F is the desktop control stand, also pioneered by CN beginning with its SD50F locomotives, and HR-616 #2119.

SD40-2Fs also contain several features more common of SD50 and SD60 locomotives (due to their very late build date), such as behind-cab dynamic brakes and updated electronics, making them mechanically unique from standard SD40-2 locomotives - sometimes to their benefit, though in some cases, the parts are proprietary.

25 locomotives were built exclusively for the Canadian Pacific Railway by General Motors Diesel Division (GMDD) between 1988 and 1989. As of 06/2019, only 10 of these locomotives exist today, operating on the Central Maine & Quebec Railway (CMQ). The remaining 15 have been scrapped.
