The SD38-2 was the Dash 2 line offering of a V16, 6 axle locomotive without a turbocharger. Much like the SD40-2, the SD38-2 improved over the previous SD38 with modular electronics, a new AR10 alternator, and HTC trucks with higher tractive adhesion.

With production ranging from 1972 to 1979, 90 units were built. Most locomotives were owned by EJ&E and B&LE (13 units each), CNW (10), and Reserve Mining Co (9).
