The SD38 is an non-turbocharged V16 locomotive that was offered alongside the SD39 and SD40. It shared a common carbody with the other 645 engines, and would be replaced in favor of the SD38-2

The locomotive was not a major seller, and only 108 units were produced during its 4-and-a-half years offered. A majority of SD38s were purchased by two railroads: the Rede Ferroviária Federal, Sociedade Anônima railroad of Brazil (45), and the Penn Central railroad (35)
