The EMD SD28 was a non-turbocharged version of the somewhat popular SD35 locomotive, and featured a Roots blown EMD V16-567D1 engine for power. The SD28 was only built between July and September of 1965, and as such only 6 locomotives were built: Two for the Columbus and Greenway Railway, and four for the Reserve Mining Company.

A passenger variant, called the SDP28, was made specifically for export to the Korean National Railways; it featured an extended square end to fit a steam generator, and would be the same style of carbody for passenger hood units such as the GP40P, and SDP40.
