Originally envisioned by Montreal Locomotive Works in the early 1970s, the HRC series was not actually built until 1982, after the company was acquired by Bombardier Transportation. While no units of this type were produced it is known that hood, a traditional side-door cowl, and a "Draper-Taper" similar to the HR-616 were offered. The HR-618 would have been among the last locomotives built to be powered by ALCO's 251 engine; after the unsatisfactory sales performance of the HR series, Bombardier divested itself of the traditional locomotive business and sold the patents for the 251 to General Electric.
