Originally envisioned by Montreal Locomotive Works in the early 1970s, the HR-616 was not actually built until 1982, after the company was acquired by Bombardier Transportation. While only "Draper-Taper" style cowl units of this locomotive were purchased (All by CN), the HR-616 was also offered with a traditional side-door cowl and as a hood unit similar to the HR-412. The HR-616 was among the last locomotives built to be powered by ALCO's 251 engine; after the unsatisfactory sales performance of the HR series, Bombardier divested itself of the traditional locomotive business and sold the patents for the 251 to General Electric.
