The GP28 was the roots-blown counterpart to the GP35, and was the last offering of the non-turbo 567 engine before its replacement by the 645.

Despite having the same relationship to the GP35 as the GP38 did to the GP40, the GP28 only sold a mere 31 units, a rather token amount compared to the 1334 GP35s produced. This was partly due to the fact that most railroads were more interested in acquiring the most powerful locomotives available at the time, in addition to most rosters already being well filled out by locomotives of similar or identical horsepower, such as (excluding other builders' models) GP7s, GP9s and GP18s. Nevertheless, the GP28 proved that - despite the demand for greater and greater horsepower - there was still a market for a standardized, lower-HP version of the stronger offering, a practice that would continue until the introduction of the 70 series some 30 years later.
