The FP45 was a passenger, cowled locomotive variant of the base SD45. This locomotive utilized the same cowl covering as the F45, along with the longer frame for a steam generator from the SDP45. The FP45 created a covered, aerodynamic look for some railroads that desired to replace their aging streamline locomotives (like the E9 or F7).

The FP45 can be differentiated from the F45 by a longer carbody behind the rear door; a 3 feet, 2 1/2 inc longer carbody than its freight only cousin infact. The FP45 can also be differentiated from Amtrak's SDP40Fs (Later owned by ATSF and converted to "SDF40-2" locomotives) by riding on EMD Flexicoil C trucks, while the SDP40F rode on HTC trucks that were standard with the SD40-2 type that they were based upon.

In total, two railroads purchased a total of 14: Five were bought the Milwaukee Railroad, and the remaining 9 were purchased by the Santa Fe railroad. All FP45s were produced between 1967 and 1968, and only lasted a year since their market demand was fairly small.
