E7 #765 was built specifically to haul General Motor's Train of Tomorrow. The entire train, and #765 were sold to the Union Pacific.

The EMD E7 was the successor to the EMD E6 in the E-unit series (A series of 6 axle, streamlined passenger locomotives). The E7 had the largest run in the E-series, with 510 (428 cab-equipped A units and 82 cabless B units) locomotives being made between February 1945 and April 1949. Due to restrictions placed by the War Production Board, no passenger diesel locomotives were to be produced during with war, with some exceptions. However, with victory in Europe being eminent, restrictions were relaxed. The first E7s were built for the B&O, followed by orders from the Atlantic Coast Line, Alton, and the New York Central.

No E7s were built with dynamic brakes, and very few saw service in mountainous terrain. Declining passenger traffic and excess motive power relegated some E7s to short lived freight service. Many were traded back to EMD in the late 60s as credit for new freight locomotives. Rock Island was one of the last users, with at least 2 A's and one B toiling away in Chicago Commuter Service, alongside various other EMD passenger models.

The E7 was dropped in favor of the E8 in 1949.
