Problem

After acceptance of a ticket into fprime via the CCB, the F Prime development team is left with few options to control the quality of contributions as charged by the CCB. The current development environment has compounding features.

Options:

1. Decline the contribution outright
2. Iterate with the submitter, possibly for a long time
3. Invest constrained resources to elevate the contribution
4. Accept lower-quality contributions

Compounding factors:

1. Constrained development resources
2. Pressure from contributing parties and users
3. AI disparity

Solution

We need to have the ability to accept, but document, the quality of contributions.
