The OS includes a compensation model for every object run. Some micro-payment is made, perhaps in bulk so save overhead on a, likely, 3rd party banking or currency system.

In order to keep the application from going stale, this payment stops if users declare the object unmaintained. At that point, another programmer can create an object (even, from the old one), and start getting paid.

The issue that decides whether an object is "out-of-date" is when it no longer passes it's tests.

?? A programmer should be given a week to update the object before being declared unmaintained.
