The "Foreground" and "Background" tabs in SonLVL-RSDK allow you to edit the chunk layouts for the level's foreground and background tile layers.

On the right side of the level view, the chunk list can be found. To select a chunk, simply click on it in the chunk list. To place the chunk in the level, simply "paint" the stage by left clicking and dragging your cursor around.
