NIST defines as having 5 qualities:

• On-demand service - Customers can access the resources without talking to a person
• Broad network access - Available from any networked location
• Resource pooling - Customers can safely share physical resources while being isolated from each other
• Rapid elasticity - Resource availability and performance can scale up or down with demand
• Measured service- You change your usage level within a billing period and are charged accordingly
