Story unlocks (mostly doors), Elevator options, keycard (need to check if 4 will unlock 3 if 3 is not unlocked), progressive & random OoP powers.
Affects upgrade weapon and mod unlocks. Materials would be given likely in bundles.
Provide certain higher-sought after mods
Instead of setting Ability Points as a check, instead have progressive (maybe true random) ability levels
Lock Altered Item effects behind finding the case file summary and supplement. Set enemy spawns to all/highest level. Finding research on them will lower their difficulty. Possibly have fewer 'garbage' document checks and instead have the shorter story unlocks be gated behind number of documents found.
Checks are tied explicitly to Bureau Alerts, no Documents (possibly provide source)
