The lands of the former Pelargirian League were allowed to maintain their own oligarchical means of leadership for internal administration (the elected oligarchs answer to the king)

The Prince of Dor-en-Ernil (the later Dol Amroth) was given his fief in perpetuity, as well as the other de-facto noble families on the peninsula being codified as nobility sworn to them.

Much of Ithilien and Anorien were retained as a direct royal fief, but parts of Anorien were given to loyal followers and companions of Anarion as fiefs (Anarion's prejorative to do so).

The remaining land Gondor had a firm grip on (not autonomous/tributary realms) were ruled by appointed royal governors.
