When a fresh version of jOverseer installer is released you may get an error message saying "shell execute code failed 235 attributes inconsistent" or similar when trying to run the initial installer download from chrome.

If you then try browsing to the installer file in the download folder and running it from there you may still get an error message saying: "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

This is likely to be caused by your antivirus program - and you may get warning messages from your antivirus and in some cases even clicking the 'I trust this file' type responses will not permit the install to continue.

In AVG - you can get around this without 'turning the antivirus off' - work around that by bringing up the console, clicking 'computer' and then clicking the cog icon should bring up a 'Basic protection' window, clicking 'Detections' brings up 'What to do with: Viruses' - to the right of that text click the words 'Potentially unwanted programs' then scroll down to Enable CyberCapture Technology - and change that from 'always block a threat' to 'ask me about decision'.

Then when you attempt to run the installer you will probably be prompted that the file doesn't have a publisher, or similar, and have the options to 'run anyway (not recommended)' - clicking that gets jOverseer installed and then you can set your AVG back to it's original state.

Something similar may well work on other antivirus - but if you can't find the equivalent toggles - you may need to 'pause' your antivirus while installing jOverseer - if you do that please make sure to turn it back on afterward.
