PEPFAR Spatial Data Lifecycle, June 2020

This document provides information on how PEPFAR data stewards create, receive, and manage spatial data. The document's primary objective is to define roles and responsibilities for the creation and management of spatial data in the program. It also does the following:

  • emphasizes the importance of spatial data quality and completeness in analysis while identifying key ways to improve them;
  • offers guidance on how spatial data collected through PEPFAR can strengthen the spatial data infrastructure of partner governments and;
  • promotes a stronger GIS community of practice in the program.

Common Names for DATIM levels

PEPFAR organizes data within a geographic hierarchy of regions, countries, provinces, and lower levels of administrative organization. In DATIM, these administrative levels are sometimes referred to by their level in the hierarchy (i.e. DATIM level 1-9). However, the common names for these "organization units", such as province or subcounty, do not exist in the system itself. This DATIM OU Hierarchy Common Names Guide provides a simple table that allows users to identify the common name for operating unit (OU) DATIM levels.

PEPFAR-managed Boundary Files

Boundary files used within the PEPFAR program are maintained at HQ with support from the ICPI GIS team, and are what power the maps in both DATIM and Panorama. We work to match the boundary files to the hierarchies country teams enter into DATIM. The files are housed on ArcGIS Online (AGOL) in a group called PEFPAR_ALL. AGOL requires a username and password which is handled by each agency individually.

Facility coordinates

Coordinates associated with PEPFAR-supported facilities are stored in DATIM, and are managed at the country level by DATIM site Administrators. USG DATIM users can submit a request for coordinates via a DATIM support ticket, or by contacting the HQ GIS Team.

SQUAD Coordinate Quality Review Tool

Tool developed to identify potential data quality issues within point data sets (Ex. facility location). Available for use in both QGIS and ArcGIS.
