The 'Bad King Goblin' encounter occurs if you have a public opinion of 15 or less and allow rabble into your court.

the encounter text is as follows "you are visited by a small goblin, he says nothing but the words 'Bad king' while pointing at you"

your options are

1. kill the goblin
2. Have him thrown out of the throne room
3. have him taken to the goblin slaver (only if goblin slavery is allowed) (+1 goblin slave)

the only good option here is to enslave the goblin as no others make any chances to the gameworld
