The 'Tyranny Confrontation' Encounter is the 75th encounter, it can only occur if your public opinion is 10 or less,

the encounter text is as follows "you are visited by an old man he begins shouting at you 'You are a Tyrant, and your tyranny has ruined my life and many others, you may kill me but know that you will be remembered as an evil oppressor, an evil oppressor!'

1. Kill him
2. Ignore his insult
3. To the dungeons with him (+1 prisoner)

there are no negative results of anything you do as with such a low public opinion they expect you to kill or imprison the man
