The 'Two Mothers' encounter is the 50th encounter for the throne room, it can only occur if you allow rabble into your court

the encounter text is as follows "One of your guards steps forward and presents to you a case that has divided the court, two women have both claimed a baby to be their own, one a thin farmer woman and the other a thick dockworking woman"

your options are

1. Give the baby to the thin farmer
2. Give the baby to the thick dockworker
3. Order the baby to be cut in half with half being given to each mother (+1 prisoner)(+50% chance of +1 public opinion)
4. to the dungeons with them both (+2 prisoner)(50% chance of -1 public opinion)

This encounter is a reference to the Judgement of Solomon
