The Stray Demon encounter is the 79th encounter in the throne room, it can only occur if you are a demonic king

The encounter text is as follows "A Demonic Agent Approaches with a stray demon he has brought to assist you in your cause"

your options are

1. Accept the demon (+1 demon)
2. Reject the offer
3. To the dungeons with him (+1 prisoner)(+3 public opinion)

This encounter is one of the few where you gain public opinion for imprisoning them, but as the demon king if your personality is high enough you lose... so there's that.
