The stray cat encounter is the 43rd throne room encounter, it can only occur if you allow rabble

the text is as follows "you are visited by a small stray cat who walks into the throne room purring"

1. Stroke it (10% chance of +1 public opinion)
2. Do nothing
3. Feed it (costs 2 gold) (-2 gold)(20% chance of +1 public opinion)
4. Kill the flea-ridden beast (20% chance of -1 public opinion)
5. Burn it, it's a witches cat! (20% chance of -1 public opinion)
6. To the Dungeons with him! (20% chance of -1 public opinion)

The most sensible option is to feed it for 2 gold, as you are more likely to get a bonus public opinion at a cost of only 2 gold.
