the 'Slave soldier freedom' encounter is the 62nd encounter in the throne room, the encounter will only occur if you allow rabble and has at least one single slave soldier in your retinue.

The encounter text is as follows "A slave soldier approaches, he asks that you accept him as a paid soldier and remove the bonds of slavery from him"
