The 'friend of slave' encounter is the 22nd encounter in the throne room, it can only occur if you have at least one slave (not slave soldier)

The encounter text begins "you are visited by a man who wishes you to free his friend, who is currently a slave of yours"

• Free the slave (-1 slave)(10% chance of +1 public opinion)
• To the dungeons with him (+1 prison)(1 in 3 chance of -1 public opinion)
• Refuse (the man leaves heartbroken)
• Charge him 20 gold

if you choose the charge him 20 gold options there are three possible outcomes

1 in 4 chance of 'The man claims he cannot afford it and leaves in tears' 1 in 4 chance of 'the man claims his friend is not worth that much and leaves' 2 in 4 chance of 'the man pays the gold and leaves your court, you order his friend to be freed' (-20 gold)(-1 slave)
