The shadow assassin encounter is the 74th encounter in the throne room, it only occurs if you aren't already actively assassinating someone.

The encounter text is as follows "you are visited by a cloaked figure who seems to have appeared before you unnoticed by your guards, he identifies himself as a member of Shadow Assassins and offers his services to you for a price"

Your options are

1. Hire him for an assassination
2. Refuse the offer (no effect)
3. To the dungeons with him (no effect) you cannot arrest a shadow

if you choose to hire the assassin for a job you are given multiple targets,

1. Faradal the Kinslayer, King of the Rebels (200000 gold)
2. Rhesus the slayer, right hand of the rebels (30000 gold)
3. Gaius the traitor, right hand of the bandit horde (25000 gold)
4. Kolt the unrelenting, left hand of the bandit horde (20000 gold)

You can also assassinate any leader of an independent kingdom, the cost of killing them is calculated on the size of their territory multiplied by 5000 gold, so a king of a kingdom that holds 10 lands would cost 50'000 but a ruler of a small single landed kingdom would cost 5000 gold.
