The 'Rich Ex-Slave' Encounter is the 55th encounter in the throne room, the encounter can only occur if the slaver fort is owned.

the encounter text is as follows "you are visited by an ex-slave who has since become a greatly wealthy merchant, he humbly requests you to destroy the slavers fort you control, he claims it is a place of great evil and offers to sweeten the deal by offering you 15000 gold to do so"

you have four options:

1. Accept the 15000 gold and close the fort down (+15000 gold)(slavers fort closed)(+1 public opinion)
2. refuse payment and close the fort down (+5 public opinion)
3. refuse to close the fort down
4. to the dungeons with him (+1 prisoner)(50% chance of -1 public opinion)
