The 'Phenor Truce' encounter is the 77th encounter in the throne room, it only occurs if you don't already have a truce with the bandits and your public opinion is 0 or less.

the encounter text is as follows "you are approached by a man who claims to be a messenger of Phenor, leader of the bandit horde, he says Phenor has been observing you and wishes to form a truce as you lead your people with brutality"

1. Accept the truce (truce with bandits)
2. refuse the truce
3. to the dungeons with him (+1 prisoner)

A truce with the bandits is ideal even if you plan to attack them further down the line, accept the truce you evil devil you!
