The 'Man and Sons' Throne room encounter is the 25th encounter in the throne room, it can only occur if you allow rabble in your court.

The encounter text says "you are visited by a large man who is followed by two young men, he claims just as he has served it is time for his sons to serve in the army, he asks for 60 gold for each of them to cover the costs of the extra work he'll have to do without them around to help"

you have the following options

1. Pay the 120 gold (+2 soldiers)(-120 gold)
2. Forcefully enlist the boys and pay nothing (+2 soldiers)(20% chance of -1 public opinion)
3. Refuse the offer
4. To the Dungeons with them (+3 prisoners)(50% chance of -2 public opinion)
