The 'Harlaw mining company' is the 60th encounter in the throne room, it only occurs if you don't own monfort mine but have discovered it.

the encounter text is as follows "you are visited by a man who claims to be a representative of the Harlaw Mining Company, he offers to sell you ownership of Monfort Mine for a reduced price"

your options are

1. Buy the mine for (15000 - 32000 gold) encounter chooses a random number
2. Refuse the offer
3. To the dungeons with him

this encounter has the chance to make it cheaper to buy the mine than if you approached directly
