The 'Goblin Chief' throne room encounter is the 27th encounter in the throne room, it will not occur if you allow goblin slavery in your kingdom

The encounter text is as follows "you are visited by a goblin dressed in chieftain robes who claims he is the leader of a small tribe of goblins, he says he has always been pestered by other goblins and large kingdoms and has decided the only way his people will survive is if he joins what he sees as the kingdom that could unite the lands, he also seeks to leave the chieftain life, smarter than most goblins he considers it a two birds one stone situation and offers to provide you his entire tribe of over five hundred goblins in exchange for 3000 gold"

Your options are as follows

1. Pay the 3000 gold (gain 550 tribals and 50 berserks)(-3500 gold)
2. Refuse to pay but try to enlist them anyway
3. Refuse
4. To the Dungeons with him

Be warned, if you choose option 2 or 4, or you choose option 1 but don't have the money for it there is a 40% chance that the goblins will join either the Erak or the Krut
