The 'Ex-Slave encounter is the 54th encounter in the throne room, it can only occur if you own the slaver fort and if you allow rabble in your court.

The encounter text says "you are visited by an ex-slave who begs you to destroy the slavers fort you control, he claims it is the root source of so much of the worlds misery and it must be stopped"

your options are

1. Close the slavers fort down (+3 public opinion)(slavers fort is closed down)
2. Refuse to close the fort down
3. to the dungeons with him (50% chance of -1 public opinion)

The best option is to refuse to close this down unless you don't care about the slavers fort as it is a powerful tool and something you should consider before destroying it
