the 'Escaped Slave' encounter is the 42nd encounter in the throne room, it can only occur if you allow rabble into the court and have at least one slave.

The encounter text is as follows "your guards have captured an escaped slave and brought them before you"

your options are

1. If the man can escape he should be free (-1 slave)(1 in 3 chance of +1 public opinion)
2. To the Dungeons with him! (+1 prisoner)
3. Return him to the fields to work with the other slaves
4. Kill him for his crime (-1 slave)
