The Demonic Band encounter is the 78th encounter in the throne room, it can only occur if you are a demonic king

The encounter text is as follows "A Demonic Agent Approaches with a group of demons following him and offers them to you, to help the cause"

your options are

1. Accept the band of demons (+2-7 demons)
2. Reject the offer
3. To the dungeons with him (+1 prisoner)(50% chance of +3 public opinion)

This encounter is one of the few where you gain public opinion for imprisoning them, but as the demon king if your personality is high enough you lose... so there's that.
