The Demon warder encounter is the 70th encounter in the throne room, it can only happen if you allow rabble in the throne room.
The encounter text says "your guards bring forward a man who has been accused of being a demon warder"
- Ask him to explain himself (+1 prisoner)
- Execute this man
- To the dungeons with him
- Release him
The only thing that makes any effect is taking him as a prisoner as the demon warder is not from any specific pool of troops or from a faction
