the 'Bad General' encounter is the 53rd encounter in the throne room, it can only occur if you have a general and his skill is lower than 100.

The encounter text is as follows "you are visited by a knight who claims your General is an unskilled idiot leading the kingdom to certain demise"

your options are

1. Fire your General, the king should not surround himself with the untalented (-1 general)
2. Keep your General, a common man should not tell the king who to surround himself with (50% chance of -1 public opinion)
3. To the Dungeons with him! (+1 prisoner)(50% chance of -1 public opinion)
