The cloaked man is an npc found in the Blackrow Tavern provided the player isn't the ruler of the Blackmarket, and that a chaos orb hasn't been placed in the walls of the sewers.

Speaking to the cloaked man will ask you a question 'Do you chase the shadows'

If you answer with 'Yes' you start the unmarked quest 'Blackmarket Assassination', otherwise you lose the chance and the cloaked man will leave the tavern for good.
