In order to grow Capacitor Plants from Capacitor Seeds, the seeds must be planted in a certain way:

• They must be planted on a capacitor bank (any of them works)
• There must be bedrock under the capacitor bank (directly or one lower)
• They must be surrounded by dark iron bars (at least 6 out of the 8 surrounding tiles)
• Light level from the sun must be 0
• Light level from artificial lights must be at least 13 (e.g. Ender IO lights 2 blocks above the plant or on the dark iron bars). Note that torches will NOT work. They are too dim
• The block directly above the planted seed must be empty
• The capacitor bank must be able to provide 100.000 RF per growth tick
