The City of Toronto Budget should be accessible in all ways to all Toronto citizens, in order to be optimized for the needs of those citizens, and therefore lead to best outcomes. Problems in general relate to barriers to accessibility.

• The budget is large, confusing, and difficult to grasp
• It's difficult to get timely information on budget events, such as releases and decision or consultation meetings
• It's difficult to find specific resources and support for detailed budget information and intervention
• It's difficult to find like minded people with whom to act collaboratively in budget intervention initiatives
• It's difficult for certain groups (particularly frontline workers) to gain a hearing on budget matters
