To import LOINC, you use the FHIR server utilities. In order to import LOINC, this is what you have to do:

Download the following files from http://loinc.org for a given release:

• LOINC Table File (CSV)

• LOINC Panels and Forms File

• LOINC Multiaxial Hierarchy

• LOINC Document Ontology

• LOINC Linguistic Variants

  (The last 4 files are all from the LOINC Accessory Files page)

Unzip all the files to the same directory

open the panels and forms in excel, and save the 'Answers' sheet to a csv file name 'answers.csv'

Now use the FHIR Server Utilities to import the folder
