Data transfer to Jore3

Jore3 needs to know when routes and/or timetables concerning compensation calculations are changed in Jore4. This is not needed in real time, and a proposed light weight way to handle this would be a daily script checking changes in the database and writing a CSV which Jore3 would then read.

Special and substitution days

KoLa currently uses special days(erityispäivä) and substitution days(korvauspäivä) for compensation calculations. These are not modeled the same way in Jore4 and the way this is handled should be clarified. Jore3 uses the special day calendar for these days. Is it needed to implement this calendar until a replacement system for KoLa is online, or would there be another way to handle the days?
