Purpose and Background
The purpose of the Business Analysis Toolkit Contract Search (BAT-Search) is to configure a version of GovTribe's commercial product to provide an interface (UI) for full text search across GovTribe's proprietary database of federal government contract data. BAT-Search is a configured instance of GovTribe's commercial product software as a service (SaaS), solely licensed to the Virginia Tech Applied Research Corporation (VTARC) for use by the US Army Rapid Equipping Force (REF).
BAT-Search provides users the ability to enter specific search terms and receive relevant results for open and awarded contracts within the federal government. Additionally it provides limited filtering and faceting of results.
Scope of Work
GovTribe will configure their SaaS commercial product offering to provide the BAT-Search capability. This includes the configuration of a client-specific user interface to allow select VTARC and REF users the ability to search its proprietary database of federal government open and awarded contracts. BAT-Search will provide the following capabilities:
- Free-text search across GovTribe's proprietary database of open and awarded projects.
- BAT-Search results presented in the form of relevant projects, including title, agency, office, point of contact and if awarded, winning vendors.
- Filtering of search results by Agency, Office, and Category.
BAT-Search is a configured version of GovTribe's SaaS offering with a publicly accessible URL, licensed for use specifically by VTARC. BAT-Search operates on standalone infrastructure, with access to GovTribe's database of open and awarded projects. BAT-Search will be available for access by select VTARC or REF users until Mar 31, 2014. At the conclusion of this period VTARC or the REF will be required to execute an ongoing software licensing agreement for continued access.
GovTribe will provide technical support 8 hours a day, Monday through Friday.
GovTribe will provide BAT-Search user documentation.
The following items are explicitly out of scope:
- Advanced integration into existing/other tools. For example, remote user authentication, data interchange, or direct API access.
- Named user management
- Named user profiles
- Named user saved searches, ongoing tracking of projects, or "favoriting" or any returned content.
- Any feature or functionality not described in the Scope of Work above.
Location of Work
BAT-Search is primarily configured in Arlington, VA and Washington, DC.
Period of Performance
The BAT Search period of performance is CONTRACT BEGIN DATE to March 31, 2014
