Value sets for an attribute may be defined at the ontology level and thus constrain any decision table that includes the ontology and references that attribute (either setting or testing its value)

But attribute values sets might also be defined inside each table (by virtue of the values actually used).

The value set imposed by a table must be consistent with that imposed by the ontology.

If the ontology does not define a value set (or mno ontology is included in the decision)then the decision table is free to use any values it wishes (of the appropriate data type specified in the ontology)
