HyperLedger's AccordProject is meant for partially automating legal contracts; as such it supposes there is an ultimate authority outside the blockchain and is utterly inappropriate for a permissionless blockchain. The business logic part, Ergo, is somewhat higher-level than solidity, but ultimately still an imperative procedural language.
